Traffic Commissioner Henry A. Barnes announced yesterday that he had authorized begintoday the operation of buses or “extended limousines and station wagons carrying up to 12 passengers on park roadways and parkways.

The directive surprised Park Commissioner Newbold Morris, who contended that the State Conservation Law bars these commercial vehicles from all parkways. Mr. Morris said he “hoped the police would do their duty and hand out tickets to drivers of such vehicles.”

Mr. Barnes said he had not advised Mr. Morris of the revision of the regulation. Previously, the traffic rules placed a limitation of seven passengers on such vehicies using park roads and parkways.

Raising the capacity to 12 passengers will principally affect “extended limousines” that travel between airports and midtown Manhattan.

Mr. Barnes said that “the control of vehicles and pedestrians is vested in the City Traffic Department under Chapter 40 of the new City Charter.” He added:
